LISBON: Portuguese town Alcoutim has launched cash-for-babies scheme to overcome population crises. The town Alcoutim decided to pay parents 5,000 Euros for each new baby.
Portugal had lost about one third of its population during last 20 years. Its population rate is lowest in the European Union.
