KP CM approves replacement of name of district govt with district council

PESHAWAR: Khyber Pakhtunkhwa Chief Minister Pervez Khattak approved the proposal for replacement of the name of district government with district council and the district Nazim as its head.

He also approved the district government priority areas under the new guidelines for the new district government system throughout the province.

He was presiding over high powered committee on recommendations for local government, here at the CM Secretariat on Friday.

He also approved allocation of resources to different sectors under the newly laid down formula. Education and health will get 20% and 10% respectively in the district government system and agriculture, women development, youth/sports would get 15% and there will be 50% discretionary power that would be used by the district government in any given district.

The meeting was also attended by Minister for Local government InayatUllah Khan, Minister for Irrigation Sikandar Hayat Khan, Minister for Health Sharam Tarakai, Special Assistant for Information Mushtaq Ghani, Chief Secretary Amjad Ali Khan, Secretaries law and local government and authorities concerned.

The meeting amended different sections from section 11- section to 16. The Chief Minister directed the quarter concerned to move a summery for formal approval .

The Chief Minister directed to outsource the sanitation and If the local government system needs recruitment they would have to get approval from the competent authority at provincial level, under the rules and regulation.

He asked to prepare a system for such recruitments. The district officer P&D will be the Sectary of DDAC previously the post held by Assistant Director of local government.

The meeting enhanced the fuel for Nazim upto 300 Liters and allowing different vehicles to Nazims and employees etc under rules, the district Nazim will be the Chief Executive of the district and the administrative approval for schemes would be issued by the Deputy Commissioner. However the district development committees would be chaired by respective DCs for the provincial funded schemes. The same procedure would be followed at Tehsil level.

The Chief Minister eliminated the discretionary power for postings and transfers for all devolved departments and there should be no violation of the criteria. There will be check and balance mechanism and the process would be monitored and the final decision will be taken by the Sectary education.

The provincial health and education departments would prepare a pool of needed employees from where there need would be fulfilled. He said the provincial government would remove the weaknesses and there should be no duplication. The Chief Minister asked to send summery containing suggestions for removing weaknesses that would be approved for smooth functioning of local government system.

The Chief Minister directed to undertake the rationalization process at district level making the ratio 1 teacher for 30-40 students throughout the province. The government would provide teachers to overcome the teacher’s deficiency but there should be clear criteria, he concluded.
