میں وہاں توانکارکرآیامگرکیامعلوم تھاکہ حکمرانوں پردوسرے روزعلی الصبح بلکہ سحری کھاتے ہوئے ہی لکھنے کاسوچناپڑے گا۔ہواکچھ یوں کہ آنکھ کھلی توآنکھ کے بندہونے کااندیشہ لاحق ہوا، خیریت گزری اورمعلوم پڑاکہ بجلی نے بجلیاں گرائی ہیں ،گھپ اندھیرے میں ہی سحری کی برکتیں ڈھونڈناپڑیں، مسئلہ یہ نہیں کہ یہ پہلی بارہوا، مسئلہ یہ تھاکہ حکمرانوں کی عادت نہ گئی۔بدعائیں توخیروہ بلاناغہ ہی لیتے ہیں مگرسحری کے وقت بدعاؤں کے ساتھ ساتھ لعن طعن کرنے کوبھی جی چاہااوربڑی مشکل سے زبان پرقابوپایاورنہ تویہ بے لگام ہوئی جاتی تھی ۔ایسے موقع پرمجھے کارٹون مووی کی ایک دلچسپ کہانی یادآگئی ،سحری کے وقت خدایادآناچاہیے تھامگرحکمرانوں کی عادت بدنے فلم کی کہانی یادکروادی ۔مقررکوتقریر، خطیب کوخطابت، قاری کوتلاوت ، لطیفہ گوکو لطیفہ، شاعرکوشعر، کہانی کارکوکہانی اورکالم نگارکوکالم آیا ہوتوپھرجب تک وہ اس کااظہارنہ کردے، پیٹ میں گڑبڑ ہوتی رہتی ہے۔
ظاہرہے میں بھی اسی کیٹاگری میں شامل ہوں تولحاظہ میری کہانی بھی آپ کوپڑھناپڑے گی ورنہ میرے پیٹ میں گڑبڑہوتی رہے گی اورحکمرانوں کے ساتھ ساتھ آپ بھی میری بدعاؤں کے مصداق بنیں گے ۔کہانی کچھ یوں ہے کہ ’’ایک پارک میں کچھ جانورمل جل کررہتے تھے ، انہوں نے اپنامسکن ایک بڑے سے پیڑکو بنایاہواتھا،اسی پیڑکے تنے میں وہ اپنی خوراک جمع کیاکرتے ، اس چھوٹے سے گروپ نے اپناحکمران ایک بڑے جانورکوبنارکھاتھا۔سب جانوروں کے ذمہ تھاکہ وہ شدیدموسم آنے سے پہلے اپنی اپنی استطاعت کے مطابق خوراک لاکراپنے حکمران کوجمع کرواتے رہیں تاکہ مشکل وقت آنے پربقدرضرورت سب جانوروں کو خوراک مہیاکی جاسکے۔
ایک بارایسے ہواکہ خوراک کی قلت بہت زیادہ ہوئی ،سب پریشان تھے کہ اسی دوران ایک جانورنے پارک کے اصولوں کے خلاف بغاوت کردی، حکمران نے اسے پارک سے نکل جانے کاحکم دے دی۔ باغی جانورپارک سے نکل کرآوارہ گردی کرنے لگا، اس آوارہ گردی کے دوران اسے خوراک کاایک بڑاذخیرہ ملا، جسے چرانااس اکیلے کے لئے مشکل تھا، وہ پارک میں گیااوردوسرے جانوروں سے کہاکہ اگرتم میراساتھ دوتوہم وہ خوراک چراسکتے ہیں اورپھروہ خوراک آپس میںآدھی آدھی بانٹ لیں گے۔جب حکمران کواس بات کاپتاچلاتواس نے اس کی بات ماننے سے انکارکردیا، مگرجانوروں کے پرزوراصرارپر اسے اس منصوبے میں شامل ہوناپڑا۔جب سب جانوراس ذخیرے کوچرانے کے لئے نکلے تواس حکمران نے اپنے دووزرائے خاص کوبلایااورکہا’’اگرجانوروں کووافرخوراک مل گئی توپھرمیری حکمرانی خطرے میں پڑجائے گی، جب تک خوراک کی قلت رہے گی اس وقت تک وہ مجھے اپناحکمران مانتے رہیں گے ، جیسے ہی خوراک ملے تم باغی جانورکومارڈالنااورپھرخوراک ضائع کردیناتاکہ یہ میرے محتاج رہیں اورمجھے ہی اپناحکمران تسلیم کرتے رہیں ‘‘۔
خیرمیں یہ توذکرنہیں کرتاکہ اس کہانی کااختتام کیاہوا،اس کہانی سے کیانتیجہ نکلتاہے اس سے پہلے آپ کوایک اورکہانی سناتاہوں جوکہ معروف صحافی مظہربرلاس صاحب کی تحریرسے اخذشدہ ہے ۔وہ کچھ یوں ہے کہ:ایک مرتبہ ا سٹالن پارلیمنٹ میں مرغا لے کر آگیا، سب کے سامنے اس کا ایک ایک پر نوچنے لگا،مرغا بہت تکلیف محسوس کرتا رہا، درد سے بلبلاتا رہا مگرا سٹالن اس کے پر نوچتا رہا، اس نے مرغے کے تمام پر نوچ دیے، پر نوچ کرا سٹالن نے مرغے کو فرش پر پھینک دیا پھر جیب سے کچھ دانے نکالے اور مرغے کو ڈال دئیے، مرغا دانے کھانے لگا، دانے ختم ہوئے لیکن مرغے کا پیٹ نہیں بھرا ، اسٹالن جانے لگا تو مرغااس کے پیچھے چل پڑا، اسٹالن نے کچھ اوردانے نکالے اور چلتے چلتے پھینکنے لگا ، مرغا دانہ کھاتے کھاتے اسٹالن کے پیچھے چلتا رہا اور بالآخر اسٹالن کے پیروں میں آ کر کھڑا ہو گیا، اس مرحلے پر اسٹالن نے اپنے کامریڈ کی طرف دیکھا اور یہ تاریخی الفاظ کہے:’’ جمہوری سرمایہ دارانہ ریاستوں کے عوام اس مرغے کی طرح ہوتے ہیں، ان کے حکمران پہلے عوام کو لوٹتے ہیں ، لوٹ کر انہیں اپاہج کر دیتے ہیں اور بعد میں انہیں معمولی سی خوراک دے کر خود ان کے مسیحا بن جاتے ہیں‘‘۔
آج ہمارے حکمران بھی ہمارے ساتھ یہی کچھ کررہے ہیں ۔حکمران عوام کوروٹی ، کپڑے اورمکان کاجھانسادے کرانہیں اپناغلام بنارہے ہیں ، آج ہماری سب سے بڑی ضرورت صاف پانی اوربجلی ہے کہ جس پرزندگی اورمعیشت کاانحصارہے ، پچھلے دس سال سے ہرآنے والاحکمران بلاتعطل بجلی فراہم کرنے کاجھوٹاوعدہ کرکے برسراقتدارآجاتاہے مگرہنوزلوڈشیڈنگ جاری ہے،صاف پانی خواب بن چکاہے ۔حکمران جانتے ہیں کہ اگرعوام کو بجلی فراہم کردی گئی توپھرہماری حکمرانی ختم ہوجائے گی۔عوام سے ان کی بنیادی ضروریات کے جھوٹے وعدے کرکے ناجائزٹیکس بلکہ بھتہ وصو ل کیاجارہاہے ۔آج حکمران ہمارے ہی وسائل پرقابض ہوکرہمیں مفلوج بناکراورہمیں ہمارے حق سے محروم کرکے ووٹ مانگتے ہیں اورووٹ لے کربھی ہمیں محرومیوں سے دوچارکرتے ہیں بقول شاعر:
