یہ بات حقیقت پرمبنی ہے کہ ’’امیدپہ دنیاقائم ہے ‘‘لیکن امیدیں بھی تووہاں لگائی جاتی ہیں جہاں امیدوں کے برآنے کی کچھ امیدہو۔ہم نے آزادی کے وقت سے ہی بے شمارامیدیں اپنے حکمرنواں سے وابستہ کررکھی ہیں مگریہ امیدیں ہیں کہ بس امیدہی کی جاسکتی ہے ان کے پوراہونے کی ۔اگرہم امیدوں کے اس تسلسل کودیکھیں توتاریخ میں یہ حقیقت منکشف دکھائی دیتی ہے کہ ابتدامیں اس نوزائیدہ مملکت پاکستان کوایک مستحکم حکومت کی ضرورت تھی،اسی لئے قائداعظم محمدعلی جناح سے امیدیں لگائی گئیں ،مگر11ستمبر1948ء کوبانی پاکستان محمدعلی جناح کے انتقال کے بعددھڑادھڑحکومتیں تبدیل ہوناشروع ہوگئیں ۔ 1947ء سے 1958ء تک ملک پاکستان کے سات وزیراعظم آئے اورگئے ،مگرہماری امیدیں دھری کی دھری رہ گئیں ۔
