دینی اسناد کامعادلہ؟

’’شہاد العالمیہ فی العلوم العربیہ و الاسلامیہ‘‘ وفاق المدارس کی سب سے بڑی ڈگری ہے۔یہ ڈگری وہ طلباء وطالبات ،جووفاق المدارس کے تحت درس نظامی کے آخری سال کا امتحان پاس کرتے ہیں ،انہیں جاری کی جاتی ہے ۔سب سے پہلے یونیورسٹی گرانٹس کمیشن نے ’’ شہاد العالمیہ ‘‘کی ڈگری کو ایم اے عربی ،ایم اے اسلامیات کے مساوی تسلیم کیا تھا ۔یہ سرکاری ادارہ اِس وقت ’’ہائر ایجوکیشن کمیشن ‘‘کے نام سے موسوم ہے اور یہ 2004 سے دینی مدارس کی’’ فائنل‘‘ ڈگری کو ایم اے عربی ایم اے اسلامیات کے مساوی تسلیم کرتاآرہاہے۔
معادلہ کی افادیت کا اندازہ اس سے لگایا جا سکتا ہے ،کہ جو فضلا ء درس نظامی مکمل کر کے عملی زندگی میں قدم رکھ چکے ہیں ،اور وہ چاہتے ہیں کہ اعلیٰ تعلیم ،سرکاری نوکری حاصل کریں،یا کسی سرکاری پوسٹ پہ جا کر دین کا کام کریں ،تو ان کے لیے وفاق المدارس کی اسناد کا معادلہ کراناضروری ہے۔اس کا فائدہ یہ ہوگا کہ ’’شہادۃ العالمیہ ‘‘ کی بنیاد پر علماء کسی بھی یونیورسٹی سے عربی اسلامیات میں ایم فل اور پھر پی ایچ ڈی کی ڈگری حاصل کرسکتے ہیں،جس سے ملازمت کا حصول اور سہل ہو جائے گا۔تاہم اس کے لیے اسناد کا معادلہ ضروری ہے۔ کیوں کہ ہمارے مدارس کی تعلیمی ڈگری ہر لحاظ سے ہمارے فضلا ء کرام کی صلاحیتوں کے موافق تو ہوتی ،لیکن دنیاوی اداروں کے مالکان،وسرکاری ادارے چوں کہ مدارس میں پڑھائے گئے علوم سے نابلد ہوتے ہیں ،اس لیے مدارس کے طلباء سرکاری سیٹوں کے دیے گئے کوٹے سے بھی محروم ہو جاتے ہیں ۔اس کے برعکس وہ سیٹیں غیر اہل لوگوں میں رشوت کے عوض فروخت کر دی جاتی ہیں۔ مدارس کے فضلا ء کرام معادلہ کے بعدجہاں اعلیٰ تعلیم کے راستے ہموار کر سکتے ہیں ،وہیں وہ درج ذیل سرکاری ملازمتیں بھی حاصل کر سکتے ہیں۔امام،خطیب ،خطیب اعلیٰ ، قاری ٹیچر، عربی ٹیچر ،عربی لیکچرار ،اسلامیات لیکچرار،مفتی ،قاضی وغیرہ۔
سب سے پہلے شہادۃ العالمیہ کا معادلہ ہوتا تھا۔ پھر اس کی افادیت کو دیکھتے ہوئے تمام درجات کا معادلہ کیا جانے لگا۔اب سرکاری طور پر بھی ان ڈگریوں کو تسلیم کیا جانے لگا ہے۔ لہذا ضروری ہو گیا ہے کہ علماء ،نئی اور پرانی اسناد کا معادلہ کرا لیں۔تا کہ علماء کرام سرکاری منصب کے بھی اہل ہو سکیں۔آنے والی سطور میں ہم معادلہ کا مکمل طریقہ بتاتے ہیں ،جس سے معادلہ کرانے کے طریقہ کار سے واقفیت کے بعد نئے فضلاء باآسانی معادلہ کرا سکتے ہیں۔
شہادۃ ثانویہ عامہ کا معادلہ براہ راست نہیں ہوتا ،البتہ اس کی بنیاد پر IBCC نے میٹرک کے لازمی مضامین اردو ،انگلش ،مطالعہ پاکستان کا امتحان دینے کی اجازت دی ہے ۔نئی پالیسی کے تحت ان مضامین کے ای پیپرز اور بی پیپرز دینا ہوں گے۔اس لیے شہادۃ ثانویہ عامہ کی ڈگری رکھنے والے میٹرک کا امتحان دینا چاہیں تووہ صرف لازمی پیپرز دیں گے جو صرف تین ہیں ۔اسی طرح وفاق المدارس کی ڈگری ثانویہ خاصہ کا بھی معادلہ براہ راست نہیں ہوتا ۔اس کی بنیاد پر IBCC نے ایف اے کے لازمی مضامین اردو ،انگلش کے ساتھ دو اختیاری مضامین کا امتحان دینے کی اجازت دی ہے ۔ان مضامین کے امتحان کے بعد IBCC وفاق کے نمبروں اور عصری مضامین کے نمبروں پر مشتمل معادلہ سند جاری کرتا ہے ۔نئی پالیسی کے مطابق اردو اے ،اردو بی، انگلش اے ،انگلش بی کے پیپرز دینا ہوں گے ۔
’’شہادۃ العالمیہ کا معادلہ ‘‘ہائر ایجوکیشن کمیشن کے جاری کردہ نوٹیفیکشن61)A&A/2017/HEC )8 مورخہ13 اکتوبر 2017 کے مطابق(1)’’شہادۃ العالمیہ فی العلوم العربیہ والاسلامیہ‘‘ کی سند،ایچ ای سی کی جانب سے علامہ اقبال اوپن یونیورسٹی یا کسی بھی چارٹرڈ یونیورسٹی ،جو آئی بی سی سی (IBCC ) سے شہادۃ العالمیہ کی شرط کے ساتھ بی اے (پاس)کی سطح کے انگلش و مطالعہ پاکستان کے لازمی مضامین پاس کرنے کے بعد ،بی اے (بیچلرز ) پاس کے مساوی تسلیم کی جائے گی ۔ان سفارشات کے مطابق آئی بی سی سی شہادۃ ثانویہ عامہ ،اور ثانویہ خاصہ کا معادلہ جاری کرے گا ۔(2)وفاق اپنے طور پر طالب علم کو ثانویہ عامہ میں داخل کرے گا ،یعنی متوسطہ مساوی درجہ مڈل اور ایچ ای سی دینی اسناد کے حاملین سے مڈل سرٹیفکٹ طلب کرے گا ۔(3) اگر کوئی طالب علم کسی یونیورسٹی میں اسلامیات وعربی کے علاو ہ کسی اور مضمون میں ماسٹرز کرنے کا خواہش مند ہوتو، وہ شہاد ۃ العالمیہ کے بعد لازمی مضامین کے علاوہ اپنی پسند کے دو اختیاری مضامین کا امتحان پاس کرے گا ۔
اس کے بعد مرحلہ آتا ہے کہ شہاد ۃ العالمیہ کا معادلہ ایم اے عربی ،ایم اے اسلامیات کس طرح کیا جائے ۔اور اس کے لیے کن کوائف کی ضرورت پڑے گی۔اگر آپ معادلہ کراناچاہتے ہیں تو سب سے پہلے بنیادی کوائف کی جانچ کر لیں۔جن میں عالمیہ کے امتحان کے سال عمر کا بیس(20 ) سال ہونالازمی ہے۔دو،تمام اسناد میں دودو سال کا وقفہ ہو۔تین،اسناد کے کوائف شناختی کارڈ کے موافق ہوں ،تاریخ پیدائش ،دن ، مہینہ بھی ۔وفاق المدارس کے دفتر سے عامہ تا عالمیہ اسناد مع کشف الدرجات کی تصدیق کرائیں۔دفتر وفاق المدارس آپ کو تصدیق کے ساتھ ایک سر بمہر لفافہ جاری کرے گا ،جسے کھولنے کا مجازIBCC ہوگا۔اپنی تصدیق کی ہوئی اصل اسناد مع کشف الدرجات، شناختی کارڈ اورسربمہر لفافے کےIBCC میں جمع کرائیں۔اس کے بعد HEC کے دفتروفاق ،IBCC سے مصدقہ کوائف جمع کرائیں ۔اس کے ساتھ اپنی تمام معلومات صحیح لکھیں ،مثلاََ نام ولدیت ،ایڈریس ،فون نمبر کیوں کہ معادلہ سرٹیفکیٹ بذریعہ ڈاک روانہ کیا جاتا ہے۔فضلاء اپنی سہولت کو دیکھتے ہوئے اپنے متعلقہ صوبوں میں قائمIBCC , HEC , کے دفاتر سے معلومات لے سکتے ہیں۔
